One of my main objectives of this course is to be productive and be able to contribute towards aviation safety in my Service. Hence, a major area I would like to research upon is on âEnhancing SMS Effectiveness in the Nigerian Air Force.â It is common knowledge that military aviation organizations do not operate in isolation but often share common airspaces and facilities with civil aviation organizations, especially in joint user airfields. This suggests areas of overlap/similarities in safety management processes. The International Civil Aviation Authority (ICAO) has promulgated a framework for implementation of Safety Management System (SMS) by civil aviation organizations. A SMS is a systematic approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures (ICAO, 2013, p. xii). For systematic implementation of SMS, ICAO recommends a framework, aimed at guiding civil aviation service providers and regulators in the development of their SMS. ICAO does not directly supervisemilitary aviation; however, it is a common practice for the ICAO SMS framework to be modified and scaled to appropriate levels by various military aviation organizations. According to Chatzi, Anna (2019), âwhile most civil aviation agencies have evolved their SMS in line with ICAO recommendations, most military aviation organizations are yet to develop their safety management approach towards harmonizing with civil aviation while others are at various levels of SMS development.â
The military aviation environment is peculiar, due to the inherent characteristics of the military profession, which combines the risks of aviation and that of national defence. Hence, military aviation organizations face various challenges in developing their SMS in line with civil standards (Chatzi, Anna V, 2019). The ICAO SMS framework consists of 4 components and 12 elements. The four components include: Safety Policy and Objectives, Safety Risk Management (SRM), Safety Assurance (SA) and Safety Promotion (SP). Due to the vastness of SMS and for the research can be manageable, I intend to research on ways of enhancing one of the components. I have not decided yet, but I could pick SRM and conduct field research on how to enhance Hazard Identification/Safety Risk Assessment and Mitigation processes or research on SP: how to improve Safety Training/Education. Meanwhile, I remain open to suggestions from my able colleagues on this course.
